it might be this new virus going around "Antivirus XP 2008."
i cant even unregister the dll's, etc that it operates on..
all the spyware removal programs I was told to download cannot be downloaded, the "anti virus XP 2008" is making the files corrupted, and i cant install them..
and as explained before, I can't reformat either.. =/
lol yea #6 i got that virus last week. i had the same problem ur having when i was reformatting. its easy to fix. when ur rebooting press f1 then go to "boot", then go to "boot priority" or something like that. for the 1st boot device select ur dvd drive. then put ur hard drive 2nd. should solve ur problems :]
lol wow. how about stop choosing windows set up and choose to load windows xp at that screen. i also had a similiar problem and had to make a bootable usb drive and everything was koscher after that
you obviously are not formatting properly if it still boots to your old win. first boot to cd. after the blue screen crap where it loads the drivers it will say something like recover install or new install. pick new install. after that it will show your hd available free space and a list of partitions at the bottom. YOU NEED TO DELETE ALL THOSE PARTITIONS BEFORE CHOOSING TO INSTALL+FORMAT. after the format let the hd boot and it will finish the setup.
reformat issues
I enter my product key etc, then it restarts..
But at the restart it gives me 2 choices.. to load on window XP home edition, or to load window xp set up.
the problem is when I load the window XP set up, it goes black, with a gray dash blinking on the top left.
I tried booting from CD, but it takes me to the 2 choices..
any suggestions?

But after that, it has to go through a reboot before I continue with the reformat, and thats when it asks me about the 2 choices..

Just boot it into command prompt instead..
You have to press like CTRL or something when its booting.
